Sounds as if you'd need to hold them to their $4.95 flat rate for shipping!
I've never actually ordered from this company (in fact, don't even wear prescription glasses--just non-prescription "readers"). But I will say that I wouldn't worry as much about trying out a new online optical store by making an $8.00 purchase as I might about making a $100.00 purchase!
I'm assuming that PayPerPost has determined this company to be legit before accepting its ads--and certainly, if anyone finds it to be otherwise, PPP has a method of feedback in place, which allows bloggers to rate the advertisers whose paid content they post. So, I don't think a dishonest or unreliable advertiser would last very long at PPP. But, of course, that's just my opinion.

The href= type links need to be placed between HTML tags when used at Orble, just like any other HTML code does. I really much prefer Orble-type links, because I'm more used to them, but the href= type work here also, as long as HTML tags are used. That prevents them from turning into those annoying "really long links." (In other words, you will bypass Orble's link-building method entirely, simply copying the entire link directly from PPP and pasting it between two Orble HTML tags.)

P.S. One thing I've learned through experience, though, is that at Orble, it's best not to place href= type links in the first few lines of your post, because when your post is displayed on the Orble home page, these links show part of the code for some reason, which looks pretty unattractive. So, I always place this type of link farther down in my posts to avoid that problem. Good luck!
